Chief Mate
North American Division


REPORTING:

Reports to the Master

SUPERVISION:
Supervises the Bosun, 2nd Mate, 3rd Mate, Dynamic Position Operator (DPO), Crane Operator
and monitors any third party maintenance people working on deck.

LOCATION:
Offshore location.

PREREQUISITES / QUALIFICATIONS:

- High school diploma or equivalent.

- Valid medical examination and vaccination certificates.
- Basic computer skills.

BASIC FUNCTION:
-- Assist the Master in exercising effective control over the rig’s marine operations with due
regard for safety of personnel, maintenance of rig equipment, and protection of the
environment.

DUTIES AND RESPONSIBILITIES:
Operations/Maintenance:

- Ensure conformance to local/international laws relating to the vessel’s
operation, and strictly comply with current pollution regulation.
- Oversee the maintenance of deck equipment, fire fighting and life-saving
equipment, lifting equipment, and vessel’s exterior maintenance.
- Ensure materials and equipment loaded onboard are safely stowed,
secured and labeled according to Regulatory requirements.
- Ensure the vessel is seaworthy at all times and maintained/operated in
accordance with guidelines in the Marine Operations Manual.
- Maintaining the watertight integrity of the vessel, loading and storage of
consumables, securing of supply vessels, safe operation of helicopters, et
cetera.
- Ensure the vessel is maintained within normal safe limits of intact and
damage stability, shear stress and bending moments.
- Assist the Master in ensuring the vessel’s navigational equipment is
maintained, fully functional, and that testing and calibration is carried out
in accordance with Safety of Life at Sea (SOLAS) regulations.
- Assist the Master in maintaining the vessel’s logbook, maintenance
reports and other vessel documents as directed.
- Understudy the Master and deputize when he/she is indisposed.
- Supervise the 2nd Mate’s activities and perform the duties of a DPO when
required.
- Assist the Master during rig moves and anchor handling operations
between drilling locations and in ports.
- In relation to the vessel’s trim and stability requirements, communicate
with the Chief Engineer regarding the disposition, loading, ordering and
use of fuel, potable and drill water.
- Capable of performing DP incident investigation
- Capable of planning, executing, and leading DP trials and drills including
black out recovery.

QHSE:
- Inspect, test and maintain all life saving equipment and fire fighting
appliances – ensure readiness for immediate use when required.
- Ensure compliance with environmental protection requirements as
specified by Company policies and Regulatory bodies.
- Ensure that the Company QHSE policies and other programs are
communicated to and understood by all rig personnel.
- Play an active part in the weekly meetings, Quality Improvement Plan
program, and all other Company safety management systems.
- Ensure new arrivals receive a full safety briefing and induction on the rig.
- Ensure a high standard of hygiene and housekeeping is maintained
onboard the rig.
- Assist the Master in all emergency situations and emergency protection
responses.
- Assist the Master in coordinating weekly emergency drills along with
monitoring and evaluation of the deck crew responses.
- Assist in reviewing updating the vessel’s safety case in consultation with
vessel and shore-based management.

Personnel:
- Competent to train new DP personnel, and assess the skill level of new
and existing DP personnel
- Meets the training requirements as per the applicable training matrix
- Mentor, develop and train crew members to ensure they are competent to
work at their next job level.
- Ensure proper and relevant communication with all personnel.
- Maintain discipline onboard and ensure compliance with Company and
regulatory disciplinary procedures.
- Assist in development of the annual performance appraisal for marine
department personnel. Recommend promotion or disciplinary action up
to and including discharge.
The Chief Mate shall have all of the qualifications of the
Senior Dynamic Position Operator.
