CHIEF ENGINEER

REPORTING:
Reports to the Maintenance Supervisor or Senior Maintenance Supervisor
SUPERVISION:
Supervises the Senior Assistant Engineer/First Engineer
LOCATION:
Offshore location
PREREQUISITES / QUALIFICATIONS:
· Valid unlimited Chief Engineer License (Class 1 Motor above 3000kW)
· Knowledge of all technical calculations required for the safe operation of the drilling unit and basic computer skills
· Valid medical examination and vaccination certificates
BASIC FUNCTION:
· Supervise the maintenance and repair of the power generation and associated equipment on board the vessel
DUTIES AND RESPONSIBILITIES:
Operations/Maintenance:
· Ensure that all subordinates have the necessary skills and experience to fulfill their assigned tasks in a safe and efficient manner
· Maintain control over the rig’s Rig Maintenance System (RMS) and associated computer database
· Plan the service and maintenance of equipment according to the RMS guidelines
· Ensure that reports for repair and maintenance of equipment are accurate and complete
· Carry out classification society surveys as part of continuous survey of machinery
· Liaise with the marine department regarding the loading, ordering and use of fuel, potable water, and drill water in consideration of the rig’s stability
· Ensure that the permit to work and isolation systems are strictly adhered to in the maintenance department
· Coordinate maintenance activities with the OIM and other department heads
· Inform the Maintenance Supervisor and OIM of any technical problems or limitations that might affect the safe operation of the rig
· Maintain an adequate supply of spares in order to fulfill maintenance requirements and facilitate a safe and efficient operation
· Supply information for maintenance and repair budget
· Maintain proper communication with shore based Field Support group and rig management
· Implement the follow-up requirements to audits, as issued by Clients, Regulatory Authorities or rig management
· Provide input in the Survey of the vessel and ways to reduce the out-of-service time of the vessel
· Train personnel on the use of the RMS system to reduce error in the system
· Communicate equipment problems or breakdown information via direct supervisor to Field Support Group
QHSE:
· Participate in THINK and START as specified in the Company Safety Management System
· Call a Time Out for Safety (TOFS) whenever an unplanned hazard or a change in the expected results is observed
· Demonstrate commitment to company safety policies through leadership and guidance
· Ensure compliance with regulatory requirements for environmental protection
· Attend and monitor safety meetings including pre-tour meetings as required
· Report any incidents, potential hazards or abnormal situations to the Maintenance Supervisor and OIM
· Assist Maintenance Supervisor and OIM in the preparation of all emergency situations and environmental protection responses
· Ensure that a high standard of hygiene and housekeeping is maintained onboard the vessel
· Participate in safety and pollution prevention training as assigned by the OIM
Personnel:
· Meet the training requirements as shown on the applicable training matrix
· Participate fully in the annual performance appraisal process
· Mentor, develop and train crew members to ensure they are competent to work at their next job level
· Recommend promotion or disciplinary action up to and including discharge
· Supervise and guide crew members in their On-the-Job Training (OJT) program
· Ensure company’s drug and alcohol policy is strictly enforced
· Foster a stable and congenial working and social atmosphere within a multicultural environment
· Maintain discipline onboard and ensure compliance with company disciplinary procedures
